Cyber Charter Residency Verification

ACT 47 Cyber Charter Student Residence Verification Process

Act 47 of 2025 includes changes to the Pennsylvania School Code that impact the residency requirements for cyber charter schools. Under the updated law, parents with students who attend cyber charter schools are now required to verify student residency with the school district of residence and cyber charter schools twice per year: March 1 and November 1.

The first Cyber Charter Enrollment and Residency Verification Form for each student residing in McKeesport Area School District and attending a cyber charter school (not the MASD Cyber program) must be submitted by parents/guardians to McKeesport Area School District by March 1, 2026.

How to Submit Required Cyber Charter Enrollment & Residency Verification Forms & Proof of Residency Documents to MASD

MASD Submission Process:

  • Completed forms submitted after 3:30 p.m. on school days will be date stamped as received on the following business day.
  • Completed forms submitted on non-business days will be date stamped as received on the next business day.

  • Completed forms and proof of residency documents may be submitted in person from 8 a.m. to 3:30 p.m. on school days at the McKeesport Area School District Administration Entrance at 3590 O'Neil Boulevard, McKeesport, PA 15132

The law lists the following as acceptable proof of residency:

  • An active residential lease agreement or a mortgage agreement no more than three months old;
  • A bank statement no more than three months old;
  • A tax bill no more than three months old;
  • An insurance document no more than three months old;
  • A valid vehicle registration;
  • A valid driver’s license or Pennsylvania Department of Transportation identification card; or
  • A piece of mail sent by the federal or state government such as benefits information, voter registration, or tax documents.
